Santander, 5 sep .- The Santander Local Police have arrested a man who allegedly masturbating to the passage of some underage youths to jogging and jokes which will be observed when they reached their height.
The fact, occurred yesterday near the rugby field is located on Calle Francisco Rivas Moreno, was witnessed by a Local Police officer out of service.
